Does a blind man have to pooper scoop after his cni dog?

Can you imagine a blind man crouched down on your lawn running his hand along till he puts it right in.OH there it is now where is my bag?

Some years ago I saw a blind woman picking up after her seeing eye dog. She simply put a baggie over her hand before feeling for the droppings. Too many dog owners still don't care about their pets crapping all over public or other people's property. I thought that here was a socially responsible person who could have used the excuse of blindness but didn't. She put them to shame.
